You're welcome. The Beholder Ultimate Tyrant is officially not banned in Constructed, but it is banned in Limited.

But remember that these rules are only enforced for the officially sanctioned DCI tournaments. And tournaments can have specify additional rules for a tournament, if it is published in advance. And in non-DCI sanctioned tournaments you can do anything you want (shrink or expand the ban list, etc, etc)!
